In 2008 Anita Pell was awarded a Sir Winston Churchill Fellowship, funded by the Jack Brockhoff Foundation, to explore international best practice in the Recruitment and Retention of foster carers.
Her findings were extremely pertinent but unfortunately, the crisis in foster care continues, with carers leaving the system in large numbers at the same time that the number of children in care is rising. This Monograph is a summary of Anita’s learnings and more importantly, it is a Call to Action for a better system of caring for our most vulnerable children in foster care.
